本长沙大舞台(大泽湖体育馆)项目概念性方案国际征集已由项目审批/核准/
备案机关批准,项目资金来源为自筹资金450万元,招标人为长沙市望城区城市
发展集团有限公司。本项目已具备招标条件,现招标方式为公开招标。
二、项目概况和招标范围
规模:项目背景:长沙大舞台(大泽湖体育馆)项目位于湖南省长沙市望
城区大泽湖片区。作为片区的首个大型室内综合场馆,以举办顶流赛事为出发
点,坚持全球视野、世界眼光打造片区中心,以体育、演艺为基础,集休闲、
展会、展览及文化体验为一体的省会体育、文化、娱乐综合体。项目需求:本
项目主要功能为甲级万人体育馆(15000座固定座席,3000座移动座席)、室外
健身广场、体育商业及其他配套服务设施等。其中,甲级万人体育馆、室外健
身广场为设计的核心内容,体育商业、商业俱乐部、小剧场、射击俱乐部和户
外运动活动场地等内容为可选内容,鼓励设计方案结合新运动场景和消费场景
进行组合,对其他与体育相关的内容不做限制。规模上,总建筑面积约11.8万
平米(以最终方案为准),含体育、配套商业、体商转换空间业态等,建设总
投资约15-18亿元(建安投资约13-15亿元)。
范围:本招标项目划分为1个标段,本次招标为其中的:

长沙市望城区城市发展集团有限公司作为征集人,面向国内外优秀设计机
构开展本次长沙大舞台(大泽湖体育馆)项目概念性方案国际征集活动。现将
有关事项正式公告如下:
As the solicitor,Wangcheng Urban Development Group hereby solicits international design
proposals for Changsha Grand Stage (Daze Lake Indoor Stadium)from excellent domestic and
overseas design firms.Please refer to the following official announcement regarding relevant
matters:
一、项目概况/Project Overview
1.项目名称:长沙大舞台(大泽湖体育馆)项目概念性方案国际征集
1.Title:Solicitation of International Conceptual Design Proposals for Changsha Grand Stage
(Daze Lake Indoor Stadium)
2.项目地点:湖南省长沙市望城区大泽湖近自然湿地公园西南角,环湖路
交望湖路东侧。
2.Location: Southwest Corner of Daze Lake Near-Natural Wetland Park, East Side of
Intersection of Huanhu Road and Wanghu Road,Wangcheng District, Changsha District, Hunan
Province.
3.项目背景:长沙大舞台(大泽湖体育馆)项目位于湖南省长沙市望城区
大泽湖片区。作为片区的首个大型室内综合场馆,以举办顶流赛事为出发点,
坚持全球视野、世界眼光打造片区中心,以体育、演艺为基础,集休闲、展会
展览及文化体验为一体的省会体育、文化、娱乐综合体。
3.Background:The Changsha Grand Stage (Daze Lake Indoor Stadium)Project is located in
the Daze Lake Area of Wangcheng District,Changsha City, Hunan Province.As the first large-
scale indoor stadium in the area,it is a complex of sports,culture and entertainment based on
sports and performances and integrating recreation,exhibition, show and cultural experience
aiming at top-class events while adhering to the global visions and insights.
4.项目需求:本项目主要功能为甲级万人体育馆(15000座固定座席,3000
座移动座席)、室外健身广场、体育商业及其他配套服务设施等。其中,甲级
万人体育馆、室外健身广场为设计的核心内容,体育商业商业俱乐部、小剧
场、射击俱乐部和户外运动活动场地等内容为可选内容,鼓励设计方案结合新
运动场景和消费场景进行组合,对其他与体育相关的内容不做限制。规模上,
总建筑面积约11.8万平米(以最终方案为准),含体育、配套商业、体商转换
空间业态等,建设总投资约15-18亿元(建安投资约13-
15亿元)。(具体详见设计任务书)
4.Requirements:The main functions of this project include a grade A indoor
stadium with 10,000+seats(15,000 fixed seats and 3,000 mobile seats),an outdoor
fitness square,sports business and other supporting service facilities,etc.The grade A
indoor stadium and outdoor fitness square are the core contents of design, and the
other contents such as sports business,eommercial club,small theater,shooting club
and outdoor sports venue are optional.It would be preferred that the design proposal
makes combinations in conjunction with new sports and consumption scenarios
without limiting other sports-related contents.In terms of scale,the overall floorage is
about 118,000 m²(subject to the final plan),including sports areas,supporting
commercial facilities and sports-commercial conversion spaces,etc.The total
investment for construction is about RMB 1.5-1.8 billion (Jianan's investment is
about RMB 1.3-1.5 billion).(Please refer to the design specification for details.)
5.设计深度/Depth of Design
5.1建筑设计说明:体现建筑或建筑组团的设计理念和构思、设计手法、方
案特点。详细说明各场馆建筑的规模,总体布置,建筑外形,功能分区,各功
能分区之间的衔接,与周边建筑的协调,与城市道路的衔接,主要材料的选择
以及对消防、环保、卫生防疫、公共配套等方面的考虑和要求等。
5.1 Deseription of architectural design:Reflect the design concepts and ideas of buildings or
building cluster,design methods and characteristics of proposal.Describe the scale of each venue,
the overall arrangement, the building shape,the functional zoning,the connection between
different zones,the coordination with neighboring buildings,the connection with urban roads,the
selection of main materials, as well as the considerations and requirements for tire protection,
environmental protection, sanitation,pandemic prevention and public utilities,etc.
5.2效果图及鸟瞰图:建筑单体或组团、沿街和公共场景、主要单体建筑泛
光照明效果(夜景)、主要室内空间等效果图总计不少于8张。效果图视角考虑
沿环湖路视角以及大泽湖近自然湿地公园视角。鸟瞰图体现与周边地块的整体
关系。
5.2 Renderings and aerial view:No less than 8renderings of individual buildings
or building cluster,street and public seenes,floodlighting effects of major individual
buildings(night view),and major indoor spaces.The perspectives of renderings shall
be the road around the lake and Daze Lake Near-Natural Wetland Park.The aerial
view shall reflect the overall relationship with neighboring plots.
5.3交通组织:对人流、车流的平时、赛时进行专项研究,确保各类流线不
对冲,避免所有交通问题。需提供完整的内部交通分析以及各类不同人员的流
线分析、外部赛时交通流线分析及交通组织方案。
5.3 Traffic organization:Implement special research on pedestrians and traffic flows at
ordinary times and during game hours to avoid conflicts of different flows and any other traffic
problems.Submit complete analyses for internal transportation,different personnel flows,external
traffic flows during game hours and traffic organization proposal.
5.4商业运营概念策划:运营业态定位与主题概念、业态配比建议、各业态
分布图、商业动线组织图。表达项目与西侧望发大厦等商业综合体及大泽湖近
自然湿地公园的设施共享理念。
5.4 Commercial operation concept planning:Operation format positioning and
theme concept, recommended format ratio,distribution of different formats,and
commercial line organization.Express the concept of shared facilities with
commercial complexes such as Wangfa Tower on the west side of the project and
Daze Lake Near-Natural Wetland Park.
5.5室外空间分析:针对室外广场、绿化等结合运营、活动赛时要求等利
用分析,可结合东侧大泽湖近自然湿地公园的景观资源,统筹考虑景观动线及
活动分布,激活整个片区的户外空间活动资源。
5.5 Outdoor space analysis:Analyze the factors such as outdoor square and greening in
conjunction with operations,events and requirements during game hours.Uniformly consider the
landscape line and distribution of events in conjunetion with the landscape resources of Daze Lake
Near-Natural Wetland Park on the east side to activate the outdoor resources of the entire area.
5.6其他技术图纸、经济技术指标及投资估算参考《建筑工程设计文件编制
深度规定》(2016版)执行相应深度标准。
5.6 Please refer to the Provisions for Depth of Preparation of Design Documents
for Construction Projects(2016 Edition)and the corresponding standards on design
depth for requirements on other technical drawings, economic and technical indicators
as well as estimates for investment.
二、征集响应单位资格要求/Qualifications of Responding Entities
1.征集响应单位资质要求:/Qualifications of responding entities
(1)注册在中国大陆的征集响应单位:①须具有独立的企业法人资格或
事业单位法人资格,要求提供工商行政管理部门核发的有效企业法人营业执照
或事业单位法人证书;②同时具有建设主管部门颁发的工程设计综合甲级资质
或工程设计建筑行业甲级资质或工程设计建筑行业(建筑工程)甲级资质,资
质证书处于有效期;
(1) Responding entities registered in Mainland China: ①Have qualifications as independent
corporate legal persons or institutional legal persons, and submit valid business licenses of
corporate legal persons and institutional legal persons issued by the Administration of Industry
and Commerce; ②Have valid grade A qualifications of general engineering design,or grade A
qualifications of engineering and architeetural design, or grade A qualifications of engineering
design and architeetural industry(architectural engineering);
(2)注册在中国大陆以外的征集响应单位:①要求具有所在国或所在地
区主管部门核发的企业注册登记证明,提供相关证明,其中使用简体中文以外
语言的,须提供原始版本与简体中文译本两种文本;②应为其所在国家或地区
的建筑设计行业协会(或组织)推荐的会员,或者提供建筑设计许可证明,提
供相关证明,其中使用简体中文以外语言的,须提供原始版本与简体中文译本
两种文本;③须与注册在中国大陆的单位组成联合体参加征集活动,本项目不
接受注册在中国大陆以外的征集响应单位单独参加征集活动。
(2) Responding entities registered outside the Mainland China:① Have the corporate
registration certificates issued by competent authorities of specific countries or regions, and the
certificates in languages other than Chinese Simplified shall be accompanied by the translated
versions in Chinese Simplified;②Be members recommended by architectural design associations
(or organizations)in specifie countries or regions,or submit licenses of architectural design, and
the licenses in languages other than Chinese Simplified shall be accompanied by the translated
versions in Chinese Simplified;③Participate in the solicitation process jointly with the entities
registered in Mainland China,and individual entities registered outside the Mainland China are
not acceptable.
2.项目负责人资格要求:须具有国家一级注册建筑师资格,或具备以下三
项中任意一项资格:①中国科学院院士或中国工程院院士或全国工程勘察设计
大师;②近五年获普利兹克建筑奖的设计师;③近五年WA100(Building
Design杂志评定的世界建筑设计公司100强)公司的主创设计师。同时,项目负
责人在本项目征集活动全流程不得变更。
2.Qualifications of project leaders:Have the qualifications of Level I registered architect,or
any of the following three qualifications:① Academicians of the Chinese Academy of Sciences or
the Chinese Academy of Engineering,or the National Engineering Survey and Design Masters;②
architects who won the Pritzker Architecture Prize in the past five years; ③ chief architects of
WA100(Top 100 Architect Firms rated by the Building Design)firms in the past five years.At
the same time,the project leaders shall not be replaced during the whole process of solicitation.
3.征集响应单位完成过体育场馆设计业绩,附合同及对应项目的设计成果
证明文件。
3.The responding entities have completed design tasks for stadium with the supportmg
documents such as corresponding contracts and design results to be submitted.
4.本项目接受联合体,应满足下列要求:
4.The design consortiums aceeptable shall meet the following requirements:
(1)联合体成员应按征集文件提供的格式签订联合体协议书,明确联合体
牵头单位和各方权利义务,联合体各成员在参与征集活动、签约与履行合同过
程中,依法向征集人承担连带责任;
(1) Members of consortiums shall sign consortium agreements in accordance with the format
provided in the solicitation documents to specify the leaders of consortiums and the rights and
obligations of each entity.Members of consortiums shall be jointly and severally liable to the
solicitor according to law while participating in the solicitation activities,signing and performance
of contracts;
(2)联合体成员签订联合体协议书后,不得再以自己的名义单独参与征集
活动,也不得组成新的联合体或参加其他联合体在本项目中参与征集活动;
(2)After signing consortium agreements, members of consortiums shall not participate in
solicitation activities individually in their own names,nor shall they form new consortiums or join
other consortiums to participate in solicitation activities for this project;
(3)联合体各成员法定代表人应当出具授权委托书,授权同一人作为代理
人,办理参与征集活动事宜,授权书由联合体各成员法定代表人签字(或加盖
印章)并加盖企业法人公章;
(3)Legal representatives of members of consortiums shall issue powers of
attorney to authorize the same person as the agent to participate in solicitation
activities,and the powers of attorney shall be signed(or stamped)by legal
representatives of members of consortiums,and stamped with official seals of
corporate legal persons;
(4)联合体成员单位不得超过2家;
(4)There shall be at most 2 members in one consortium; 日理令
(5)联合体参与征集活动的,响应文件由联合体牵头人(除征集文件特别
说明外)按规定加盖联合体牵头人单位印章和法定代表人(或授权委托代理人
)的个人印章。
(5)For entities participating in solicitation activities as consortiums,the response
documents shall be stamped with the official seals of consortium leaders and the
personal seals of legal representatives(or authorized agents)by consortium leaders
(unless otherwise specified in the solicitation documents).
三、征集活动流程安排/Arrangement for Solicitation Process
本次国际征集活动通过公开征集方式进行,具体实施步骤如下:
The project is implemented through open solicitation based on the following steps:
第一阶段:征集活动报名阶段
Stage One: Sign-up for Solicitation
1.凡符合资格要求并有意参加征集活动的征集响应单位可在公告发布之日
起至报名截止之日通过以下三种方式进行报名:①现场递交报名资料至指定地
点;②邮寄报名资料在报名截止时间前邮寄至指定地点;③邮件的形式将报名
资料彩色扫描件发送至指定邮箱;
1.All responding entities who meet the qualifications and are willing to participate in the
solicitation can submit applications through any of the following approaches from the date of
announcement to the closing date: ①Submit application documents on site in the designated
location;②Mail application documents to the designated location before the closing date;and③
send color scanned copies of application doeuments to the designated e-mail address;
2.报名时间:2024年04月29曰17:00时截止;

书及被授权人身份证。公司负责人身份证明仅适用于非中国大陆注册公司。

legal representatives or heads of firms,and identity cards of authorized agents.Identity certificates
of legal representatives or heads of firms only apply to firms not registered in Mainland China;
②注册在中国大陆的征集响应单位:须具有独立的企业法人资格或事业单
位法人资格,要求提供工商行政管理部门核发的有效企业法人营业执照或事业
单位法人证书;注册在中国大陆以外的征集响应单位:要求具有所在国或所在
地区主管部门核发的企业注册登记证明,提供相关证明,其中使用简体中文以
外语言的,须提供原始版本与简体中文译本两种文本;
(2) Responding entities registered in Mainland China: Have qualifications as independent

位公章,在截止时间后发送的报名文件邮件为无效,征集人或代理机构拒收。

titles,application documents,responding entities,authorizers,contacts and e-mail addresses of
authorizers. All documents shall be stamped with official seals of entities The application
documents submitted after the closing date shall be invalid, and will be rejected by the solicitor or

5.报名资料提交后,代理机构发送征集文件电子文档至征集响应单位报名
所留电子邮箱;
5.After the application documents are submitted,the agent shall send the
electronic files of solicitation documents to the e-mail address designated by
responding entities;
第二阶段:资格审查及方案评审阶段
Stage Two: Qualification Review and Proposal Review
采用择优入围方式选定20家入围。由征集人牵头组建7人或以上单数的评审
委员会对响应文件进行资格审查及方案评审。征集截止时,如资格审查合格的
报名单位超过20家,由评审委员会择优选取20家入围;若符合征集文件要求的
单位数量低于20家时,则全部入围。
20 applicants will be selected through the merit-based approach.The solicitor will organize a
review committee of at least 7 members (singular number)to review the qualifications and
proposals.Upon closing of solicitation,if there are more than 20 applicants qualified in review,
the review committee will select 20 ones on the basis of merit; and if there are less than 20
applicants qualified,all of them will be shortlisted.
第三阶段:大众意见征集及投票
Stage Three: Public Comment Solicitation and Voting
对入围设计方案面向大众征集意见,通过媒体,媒介对社会公布,邀请大
众对方案提出意见及投票。
Solicit public comments for the design proposals shortlisted,publicize the results to the
society through media channels, and invite the public to make comments and vote for the
proposals.
入围征集响应单位根据第二阶段专家评审及第三阶段大众意见对相应设计
方案进行优化后,开展第四阶段扩大联席会议评审。
After the responding entities shortlisted optimize the corresponding design proposals
according to the results of expert review in Stage Two and the public comments in Stage Three,
the expanded joint meeting review in Stage Four will be implemented.
第四阶段:征集人组织扩大联席会议评审
Stage Four:Expanded Joint Meeting Review Organized by Solicitor
征集人组织扩大联席会议评审,由征集人牵头组建5人或以上单数的评审委
员会,由专家及业主代表组成,对入围单位优化后的设计方案进行评审,由联
席会议确定入围单位排名,并对社会公示结果。
The solicitor will organize the expanded joint meeting review,and form a review
committee of at least 5 members (singular number),including experts and
representatives of client,to review the design proposals optimized by shortlisted
entities.The joint meeting will determine the ranking of shortlisted entities,and
publicize the results to the society.
四、征集活动时间安排/ Schedule of Solicitation Activities
1.第一阶段报名时间:2024年04月29曰17:00截止;

2.第二阶段响应文件提交截止时间:2024年5月27曰17:00截止;
2.Closing date for submission of response documents in Stage Two:17:00,May 27,2024;
3.第二阶段资格审查及方案评审专家评审会:2024年5月29曰;
3.Qualification review and expert review meeting in Stage Two:May 29,2024;
4.第三阶段大众意见征集及投票:2024年5月31日至2024年6月4曰;
4.Public comment solicitation and voting in Stage Three:From May 31 2024 to June 4,
2024;
5.第四阶段优化方案提交截止时间:根据第二阶段评审意见及大众评审意
见优化后的方案,进入区级扩大联席会议进行评审,优化方案提交截止时间202
4年6月20曰17:00;
5.Closing date for submission of optimized proposals in Stage Four:The district level
expended joint meeting will review the proposals optimized according to review opinions and
public comments in Stage Two.The closing date for submission of optimized proposals is 17:00,
June 20,2024;
6.第四阶段征集人组织扩大联席会议评审:根据第二阶段评审意见及大众
评审意见优化后的方案,进入区级扩大联席会议进行评审,具体时间另行通知
入围单位;
6.Expanded joint meeting review organized by solicitor in Stage Four:The district level
expended joint meeting will review the proposals optimized according to review opinions and
public comments in Stage Two.The shortlisted entities will be notified of the specific date;
备注:以上时间皆为北京时间,曰期皆为暂定日期,如有变化,另行通知

Notes:All time points mentioned above are GMT+8,and all dates mentioned are
tentative,and subject to change.
五、方案征集补偿费/Remunerations
方案征集补偿费分别为:一等奖200万元;二等奖50万元/家;三等奖30万
元/家;其余入围单位10万元/家,累计最高征集补偿费450万元(原则上一、二
三等奖均只设置一名,如经联席会议综合评审,联席会议有权不设置一、二
等奖,三等奖可设置并列名次;如未评选出一等奖,联席会议有权设置二个二
等奖,三等奖可设置并列名次)。
Different levels of remunerations: First Prize: RMB 2 million; Second Prize. RMB
500,000/winner, Third Prize: RMB 300,000/winner; Prize for other entities shortlisted:RMB
100,000/entity, namely RMB 4.5 million in total(in principle,there will be only one winner
respectively for the first,second and third prizes;through comprehensiye review,the joint meeting
is entitled to leave the first and second prizes blank,and the rankings for third prizes may be tied;
if there is no first prize,the joint meeting is entitled to set two second prizes with several third
prizes tied).
以上金额均为人民币含税价。
The aforesaid remunerations are the amount including tax in RMB.
六、第二阶段响应文件的递交/Submission of Response Documents
in Stage Two
第二阶段响应文件递交的截止时间(截止时间)为2024年5月27曰17:00(
北京时间)逾期送达的,不予受理。送达地址:长沙市望城区高塘岭街道紫鑫
中央广场7栋7楼701号。逾期送达的或未送达指定地点的或未按要求密封和加写
标注的响应文件,征集人不予受理。
The closing date (deadline)for submission of response documents in Stage Two is 17:00,
May 27,2024(GMT+8),and those submitted after the closing date will be rejected.Address for
submission:Room 701,7F,Building 7,Zixin Central Plaza,Gaotangling Subdistrict,Wangcheng
District,Changsha City.The response documents not submitted on time,or not delivered to the
designated address,or not sealed and marked as required will be rejected by the solicitor.
响应文件统一用简体中文或中英文对照方式表达。
The response documents shall be in Chinese Simplified or in both Chinese
Simplified and English.

八、其他说明/ Other Specifications
1.方案征集单位根据具体情况确定相关活动日程,拥有本次方案征集活动
的最终解释权,并对参加方案征集的各征集响应单位所提交的设计方案、文件
及相关资料拥有无偿使用权和处置权。参与单位在本次方案征集活动中提交材
料的,均授权征集组织单位为介绍、宣传、总结、展示本次活动而合理利用征
集响应单位提供的方案,包括但不限于在征集活动过程及后续活动中通过新闻
媒介、专业杂志、书刊、互联网平台或其他形式介绍和展示。
1.The solicitor determines the schedule of relevant activities according to the specific
situation,reserves
the right for final interpretation of the project,and possesses the right to use and
dispose the design proposals,documents and related materials submitted by the responding
entities for free.The participating entities who have submitted documents shall authorize the
solicitor to make reasonable use of the proposals submitted for the purpose of introduction,
publicity, summarization and display,including but not limited to introducing and displaying them
in the process of solicitation and follow-up activities through news media,professional journals,
books,Internet platforms or other forms.
2.所有参加单位提交的报名材料、响应文件及设计方案不得弄虚作假,统
一用简体中文或中英文对照方式表达,且不予退回。
2.The application documents, response documents and design proposals submitted by all
participating entities shall not be falsified, and shall be uniformly prepared in Chinese Simplified
or in both Chinese and English(will not be returned).
3.征集单位提供的所有资料(文字、图纸、电子数据)均受版权保护。未
得授权,任何人不得将内容复制、改编、分发、发布、外借、转让,否则取消
资格并承担法律责任。
3.All documents (texts,drawings and electronic data)provided by the solicitor shall be
protected by copyright.Without authorization,no one is entitled to reproduce adapt,distribute,
publish,lend or transfer these documents,or else will be disqualified and bear the corresponding
legal responsibilities.
4.本次征集活动的公示公告、通知、文件等材料均以简体中文为主。如提
供中英双语版本,中英文存在不一致或歧义时,以简体中文为准。
4.The public announcements,notices and other documents of the project shall be
mainly in Chinese Simplified.In case of inconsistency or ambiguity between the English and
Chinese versions,the version in Chinese Simplified shall prevail.
5.征集组织单位对本次方案征集活动拥有最终解释权。
