Liège Airport line maintenance and Emergency Support Service business negotiation second round announcement of China Postal Airlines
中国邮政航空有限责任公司（以下简称“采购人”），拟就“航线维修和应急性支援服务采购”以公开商务谈判方式对有能力为本项目提供服务的供应商进行采购，现邀请合格供应商提交响应文件并参与商务谈判。
China Postal Airlines( referred to as the "Purchaser") intends to purchase suppliers capable of providing services for this project through open business negotiation for "line maintenance and Emergency Support Service Procurement", and hereby invites qualified suppliers to submit response documents and participate in business negotiation.
1.项目概述：中国邮政航空有限责任公司航线维修和应急性支援服务采购

2.采购内容：
Purchase contents:
正常情况时，协议单位提供航线维修服务。当邮航B777F飞机在列日发生故障，无法执行后续航班时，协议单位应按合同要求为邮航B777F飞机提供紧急维修技术支援服务，以保障邮航飞机快速恢复适航状态。涉及机型： B777F,服务地点为列日。服务期一年，据实结算。
Under normal circumstances, the supplier provides line maintenance services. When the B777F aircraft fault in Liège and the plane is not airworthy, the supplier shall provide emergency maintenance technical support services for the B777F aircraft as required by the contract, so as to ensure that the aircraft can quickly recover its airworthiness. Aircraft involved: B777F, service location is Liège. Service period of one year, according to the actual settlement.
3.供应商资格条件：
Supplier qualification:
3.1供应商须为来自中华人民共和国或与中华人民共和国有正常贸易往来的国家或地区的法人或其他组织（提供营业执照副本复印件或投标人所在地有效的公司注册文件复印件），能独立承担民事责任的、有能力为本项目提供应急性维修服务的单位。
The supplier shall be a legal person or other organization from the People's Republic of China or a country or region with normal trade contacts with the People's Republic of China (provide a copy of the business license or a copy of the valid company registration document where the bidder is located), which can independently bear civil liabilities and has the ability to provide emergency maintenance services for the project.
3.2供应商须具备CAAC或FAA或EASA维修资质，并具有B777机型维修能力。
Suppliers must have CAAC or FAA or EASA maintenance qualifications and have B777 aircraft maintenance capabilities.
3.3未被国家企业信用信息公示系统（http://www.gsxt.gov.cn）列入严重违法失信企业名单；未被信用中国网站（www.creditchina.gov.cn）列入失信被执行人（以评审当日查询结果为准）
Not included in the list of seriously illegal and dishonest enterprises by the National Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn); Persons not listed in the credit China website (www.creditchina.gov.cn) as subject to enforcement for breach of trust (subject to the query result on the day of review)
3.4法定代表人或负责人为同一人或者存在控股、管理关系的不同单位不得同时参加同一包组的谈判。
The legal representative or person in charge is the same person or Different companies with holding or management relationship shall not participate in the negotiation of the same package group at the same time.
3.5供应商必须按照本项目商务谈判的要求获取本项目采购文件，否则无资格参加本项目。
Suppliers must obtain the procurement documents of the project in accordance with the requirements of the business negotiation of the project, otherwise they are not eligible to participate in the project.
3.6本项目不接受联合体谈判。
Association negotiations are not acceptable for this project.

5、响应文件的递交：

（1）递交/商务谈判地点：北京市顺义区天竺空港工业区A区天纬三街2号院4号楼4层。

①响应文件以邮寄方式递交的，须在递交截止时间（2024年2月8日上午9:30）以上地点（北京市顺义区天竺空港工业区A区天纬三街2号院4号楼4层），如由于快递物流等原因造成的响应文件未在递交截止时间前递交或损坏（密封不完好等），其响应文件将被拒收。
If the response document is submitted by mail, it must be submitted at the above place (Floor 4, Building 4, No. 2, Tianwei 3rd Street, Tianzhu Airport Industrial Zone A, Shunyi District, Beijing) before the submission deadline (9:30 am, February 8, 2024). 中国邮政航空有限责任公司（以下简称“采购人”），拟就“航线维修和应急性支援服务采购”以公开商务谈判方式对有能力为本项目提供服务的供应商进行采购，现邀请合格供应商提交响应文件并参与商务谈判。
China Postal Airlines( referred to as the "Purchaser") intends to purchase suppliers capable of providing services for this project through open business negotiation for "line maintenance and Emergency Support Service Procurement", and hereby invites qualified suppliers to submit response documents and participate in business negotiation.
1.项目概述：中国邮政航空有限责任公司航线维修和应急性支援服务采购

2.采购内容：
Purchase contents:
正常情况时，协议单位提供航线维修服务。当邮航B777F飞机在列日发生故障，无法执行后续航班时，协议单位应按合同要求为邮航B777F飞机提供紧急维修技术支援服务，以保障邮航飞机快速恢复适航状态。涉及机型： B777F,服务地点为列日。服务期一年，据实结算。
Under normal circumstances, the supplier provides line maintenance services. When the B777F aircraft fault in Liège and the plane is not airworthy, the supplier shall provide emergency maintenance technical support services for the B777F aircraft as required by the contract, so as to ensure that the aircraft can quickly recover its airworthiness. 3.供应商资格条件：

3.1供应商须为来自中华人民共和国或与中华人民共和国有正常贸易往来的国家或地区的法人或其他组织（提供营业执照副本复印件或投标人所在地有效的公司注册文件复印件），能独立承担民事责任的、有能力为本项目提供应急性维修服务的单位。
